While the US has continued to prefect the stealth and efficiency of its all nuclear submarine fleet, other nations (China, Korea, Germany, France, Former Soviet Union et al) have continued or just started to amass a submarine fleet. Most of these contries do not have the financial assets to procure nuclear submarines. However, they do have the fiscal availability to obtain either new or used submarines. And they are.
